HELP!! Transferring columns of data into a master tab

I have data in Tab 2 and data in Tab 3, which both need to get into Tab 1.

Column 3 in Tab 2 needs the data to be transferred to Column 1 in Tab 1.

Column 3 in Tab 3 needs the data to be transferred to Column 2 in Tab 1, BUT only if the row is empty!

Any solutions on how to accomplish this!? Another hurdle is that the data in Tab 2 and 3 is constantly changing as users and doing data dumps in there.

A future thank you to any responses!
