If result if negative then return value 1

Hey I'm wondering what formula to enter into a cell where I want it to return the value 1 when the cell it is looking at is a negative number?

Also.. if the cell it is looking at is positive I want it to do -Q25/R21.. if that's possible!?

Excel Facts
