IsBlank counting reference cell

Hello - i have below formula in a cell
IF(ISBLANK(C13),"",$E$5)

but C13 has formula in it so it doesn't consider it as blank

is there a way around it? please. thanks

will not work unless the evaluation of the formula in C13 = blank, if it evaluates something like a numbers, Boolean or text string then it will return as false.
if this is the case then you have to reformulate your formula in C13 so that it will evaluate to blank .
