menus have lost their color

the background color of my menus has changed to white, instead of the default grey. How do I restore the grey?

I have removed all macros and add-ins and it did not help, If I start excel in safe mode everything is as it should be (right colors), but starting it any other way and the menu color is white. The color behind any text is still grey, but nothing else is. I have opened the macro editor to check whats in there and its all blank. I checked the add-ins manager and its empty. Is there another place to look?

I'm running excel 2003 on XP with sp3.
