Point me in the right direction Please - Labor Tracker / Shift Work

Greetings All!

I'm looking to make an excel document that would track our team, and their availability down to the hour (or maybe even half hour) for any given week. I will be starting just with a general schedule, a table of each volunteer showing their certifications and what hours they're able to work; and the goal will be to have a single view of each day of who is available when. Some features we'd like to see would be to incorporate vacation schedules, so we can easily see the data for a specific week, and to incorporate the capabilities of each person (what we call certs. here.) I've made a basic mock up here if that helps, but it's very basic.


So my questions really are this:

1) What functions and tools would work best for this? What should I study up on?
2) Is there a pre-made template floating around the internet somewhere I could start from?


Thanks in advance for your help, I appreciate the guidance. I've looked at some other sites and seen templates already, but mostly they're either for tracking sick/vacation days, or for tracking time that was already worked, not availability. Since each of the folks I work with has a different schedule, we need to have a single view into where our labor shortage is, and look for volunteers who can work during the times we have needs.
