Relationship issues in Excel 2013

I have two tables in an excel workbook: one that is a list of personnel and the other that is a list of projects. The personnel list contains no duplicates and the projects list has a column for POC which matches the entries in the personnel list.
The issue I'm having is that when I try to create a relationship between the two tables the status bar just says "LOADING DATA MODEL..." and excel stops responding. I've let it go for at least an hour without it ever finishing. It doesn't give any errors or warnings, it just sits and thinks until I have to kill excel from the task manager.
Has anyone experienced this sort of thing or know what to do about it?
