When i use MONTH () only, the correct value is returned, namely 7 (July). However, when i use it as follows, - TEXT( MONTH(),"mmmm") to get the month name (July), it gives January! Any advice?

Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
Guessing as you haven't put the actual formula you are using but do you mean that you want...

=TEXT( TODAY(),"mmmm")

The reason you get Jan is because the 7 in the TEXT formula is it is finding the 7th day in 1900.
