VBA Conditional Formatting

Hello All,

I have a connection in my workbook to refresh exchange rates every 30 mins. I would like to know after the refresh if the rate is down or up from the previous rate using some form of advanced conditional formatting. Is there a way to do this using some sort of IF statement in VBA code? Any advice helps!
