Vlookup function quandry

I am new to forums so be kind. I fancy myself more than a beginner with Excel but reading some of the post I have no clue what some of you are saying.

I am tracking inventory shipments and have to report what shipments have rejects. I have a data table with a listing of all part numbers shipped and the date of delivery and the invoice numbers of the shipments. I get a report from my boss saying how many items were rejected, the part number and the date of reject. I have to trace back what the invoice number was based on the date. I have looked at vlookup, dget, index and match, but I don't see how to apply to my criteria. I can upload the file if necessary.

This is the right file. Trying to get the "delivered data" invoice, date, and quantity to populate the "reject data" fields of delivery date, invoice number and qty delivered. based on the delivery date being on or before reject date.

Do you need to match the item number too? Simply matching a date will not get you the correct invoice number; each date has multiple entries ... Explain further please

on the "reject data" sheet, my boss gives me the info that has the yellow header (I cut and past from his file so I can manipulate it). I manually key in the TPI# that is linked to a list so that all the parts are a standard format. I now have to populate the green fields (delivery date, invoice number and qty delivered) from the "delivered data" sheet.

From the invoice number he can back trace the manufacture lot and Identify manufacturing problems. I have been manually retyping/cutting and pasting the info on a monthly basis, but he got back logged and now I have to do 3 months of data quickly.

I'm not understanding. Just say what has to match what on which sheet. For example: If the Date on REJECT DATA matches the date on DELIVERED DATA for that item number, give me the QTY DELIVERED. Or something like that.

FOR the rejected part number, delivered on or before the reject date, give me the invoice number and the quantity shipped from the delivered data sheet.
