Which LOOKUP formula is used?

What LOOKUP formula would I use to look at column B and tell me if there's a matching number in column E. B is not in numerical order but E is. I have tried several different variations of different LOOKUP formulas but none of them seem to work and I can't figure out what I'm doing wrong.

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
Maybe one of these.

Never mind. I figured it out. When I formatted the cells to be numbers, for some reason the cell was formatted right but the number within it wasn't? (figure THAT one out). I converted all cells to numbers and my formula worked.
