COUNTIFS With a Username Lookup

Hello,

I am having trouble figuring out how to do a COUNTIF on on two dependent lists.

I have three separate tabs that I am working with.

The first tab has a column of day to day values i.e.
2/1/17
2/2/17...

On the second tab (completed list), I have a list of dates along with a unique identifier (usernames) i.e.
11111 2/1/17
11112... 2/2/17...

On the third tab (created list), I have a list of unique identifiers (usernames) i.e.
11111 1/1/17
11112... 1/2/17...

I am trying to run a COUNTIF on the first tab where it would show the count of completed (completed list) day by day ONLY if the username is listed in the third tab (active list).
Can anyone give a helping hand?

I have tried using INDEX MATCH with COUNTIF and still not what I need.
