Conditional Formatting for 3 Month Rolling Period

The range for the data is (C31:O31). I have set a rule for each 3 month period =SUM($C$31:$E$31)=0/ =SUM($C$31:$E$31)>0 etc. where a vlue of 0 turns cell H1 green and anything greater than 0 turns H1 red,however once I was done with all the rules nothing before the last 3 month period changes the color to red. So if February has a value of 1 is should be red for 3 periods (Feb-April)only. Am I going about this the wrong way? Is there a simpler way to perform this function?
