Using Indirect to reference a different sheet

I am probable doing someting stupid but I cannot get this to work:

This formula works fine:
=IF(EXACT(E2,"Dwarf"),INT((B10/3)),)+IF(EXACT(R1,"Barbarian"),INT((B10/3)),)+P10+AN1+'Level 4'!D717

This formula pulls the value in cell D717 on Sheet 'Level 4'! and adds it to the string and displays the added value in the cell on my display sheet. However, I want to replace the sheet name with a variable name depending on the Value in CF4 on my display sheet - I tried this:

=IF(EXACT(E2,"Dwarf"),INT((B10/3)),)+IF(EXACT(R1,"Barbarian"),INT((B10/3)),)+P10+AN1+INDIRECT(" ' " & $CF$4 & " ' ! " & D717)

From what I understand about Indirect - that should have worked - but I keep getting the #REF Error.

Anyone have any suggestions?
