Can Excel do a Segmentation?

Does Excel (or Access) have the ablilty to join two tables in the manner that is presented in the image below?

The Begin and End represents footage of a road. "ABC" & "XYZ" are different attribute types.
For example, if the Begin is 250 and the End is 400 then that segment of road is 150 feet long and has an attrbiute of B under "ABC" and has an attribute of Y under "XYZ" for the first 100 feet and an attribute of Z under "XYZ" for the other 50 feet.

I have the two input tables. I would like to know if there is an automatic way to create the output table as seen in the image.
