Combining Two Conditional Formats

We have a template we use for action plan overviews, currently with a "progress column", which is set up display the default 5 quarters icon set.

0: Project not started, empty circle
1: Project started, 1 quarter
2: Project Under Development, 2 quarters
3: Project Testing, 3 quarters
4: Project completed, completed circle

We also have a seperate "On Time Field", which is a simple colour based on conditional formatting for ABC text (A= Project on time cell is green, B= Project behind schedule cell is yellow, C= Project critically behind cell is red).

Is there a way to combine these two into one field?

Ideally, something like "0C"= Project not yet started, critcally behind, returns a red cell with no quarters in the icon. "2B"= Project under development, behind schedule returns a half circle in a yellow cell. "4A"= Projected completed on schedule, returns a full circle in a green cell.

Is this possible? I've tried making some custom icon sets, but I'm not able to change the colours of the icons.
