Copy and rename template from cell value

I have tried some codes I found with no success. What I am trying to do is copy a template sheet and then having it rename the sheet from a cell value. The cell value can be on the template or my cover sheet that I have. If the name already exists I'd like it to not to make another copy and just go to the existing sheet. I am using this to create handwritten time sheets. Appreciate the help.
