filtering excel data with formulas

Hello everyone,

I was wondering if it is possible to generate a formula in excel which is doing operations based on content of another cell.
I know that this is quite easy to do with sorting and filtering button, but i would like to do it with formula so I can apply it on large dataset. I need formula, not a pivot table.

On a specific example, I would like to get a most frequent string value, but only for a fields where the name has a specific value. (see table on the right - it represents the desired outcome)
