How to summarize all data from a given year in a row?

OK, here's what I have going. I've pulled historical rainfall data and would look to summarize all the rainfall for each month so I can see the annual rainfall. Two things I need to do:

1. In Sheet Annual Summary, H2, I want it to look in Monthly Summary, Column A. If a date in Monthly Summary, Column A, contains the year in Annual Summary, A2, then it should take the value in the corresponding cell, Monthly Summary, E2, and add it to all of the other cells from 1913. So Cell H2 would be 15.44, cell H3 would be 5.96.

2. Since a few years don't have data for all 12 months, I would also like a way to record this. So Annual Summary, I2 would sum the number of cells in Monthly Summary, Column A, that contain 1913. So Cell I2 would be 7, I3 would be 10 and I4 would be 12.

I tried to add images to show what I'm talking about. The cells in Annual Summary E2:E8 are filled in with what the values SHOULD be.
