How to wait for a Webs Service to complete a Download?

How to build a macro

How to build a macro that senses when a multi-column csv file has finished downloading and then proceed to process that information.
The web service is called manually by the User; it does not support a Data Connection but it does download to the User's 'Downloads' folder.

I've tried a 'FileThere' function and also error trapping - but have not found a solution that works.

Anyone know how to do it?
 

Excel Facts
