time format

Hi
If I format a cell like hh:mm then the cell will accept time like 8:00 and also 14:00. so the hh Is basically from 0 to 24, am I right?

No, if it is formatted as hh:mm it would be 00 to 24 and so it would also be 08:00 not 8:00.
