Conditional Formatting Row Golf/Skin

Determining a "skin" for a golf hole.

With conditional formatting I can highlight the lowest number(s) for a given hole but I'm looking to highlight the number only if it's the lowest number without tying.

Example:
A1 thru A20 all contain numbers...the low number is 3 but there are two cells with 3's. I wouldn't want to highlight the 3's because it's a tie. However is there was only one 3 then I would want it highlighted.

Hope this makes sense....
