Evenly auto assign based on availability and language

I am trying to evenly assign work amongst employees based on their availability and language. Please help, thank you very much in advance.

You nave given us nothing to go on.

How do we know what work has to be assigned?
How do we know who the employees are?
How do we know what each employee availability is?
How do we know what each employee language is?
How do we know how the data is set out?
How do we know how the results should be set out?

I suggest that you investigate XL2BB for providing sample data & expected results to make it easier for helpers to understand just what you have & where it is and also what you want & where it is to be.

Column named - Rotation is where I want the names of the employees to appear, I would like for the tasks to be assigned evenly based on availability and language but if the language is not available then I would like it to be assigned to the next person available in rotation. Thank you in advance.

I'm not sure that I will be able to help anyway, but it would assist potential helpers if you manually filled in the expected results and posted the sheet again with a description of how you manually came up with (at least a few of) the expected results.
