Auto fill my whole grid

I have a grid and I know the costs of the item, in all of the four corners I want excel to calculate the mean averages & fill in the other cells

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
what if....
instead of averaging the entries between the corners, I wanted to "weight" a certain section of the grid. Could I input one entry somewhere in the grid and average out towards the corner numbers?

what I mean by weighted is, say I wanted a 3x3 or 4x4 range of the table to have slightly increased (7%) values but not exceed the values of the non affected cells. Or if it did exceed those cells have the grid recalculate the averages from there to the corner values. I'll try and insert an example.

I've increased the filled section by 7% but all numbers must increase towards the left and the top so the filled section needs to remain the same but the other cells need to be recalculated.

thanks for responding anyway. what I ended up doing is making a table (table 2) with percentages (what I call weighting) to apply to the output grid (table 1) and show the result in table 3. sort of changed my mind how I wanted it to work towards the corners but this will give me a starting point.
